Create a new image, access the Gradient Tool (choose the Copper gradient) and draw the
line from top to bottom.
Filter > Noise > Add Noise. Make sure the monochromatic option is checked.
Filter > Blur > Motion Blur. Figure "376" should work well. Add some text.
Duplicate the text layer -- Merge the text and background layers.
Filter > Render > Lighting Effects. Use these or similar settings as shown. Changing
the Texture Channel to "Blue" seems to work very well for our intended effect.
